Local Incentives

City of Pueblo Sales and Use Tax

Companies whose projects meet certain requirements as provided for in Ordinance No. 6381, as amended, may be eligible for various incentives through the Sales and Use Tax Capital Improvement Projects Fund. The project may not be speculative in nature and the applicant must document to the City Council’s satisfaction the applicants financial ability and experience to complete the project and fulfill the applicant’s representations and commitments made with respect to the project, including, without limitation, the number of new employees who will fill primary jobs, the project value, and the project’s gross salary.

Committments made will be reported quarterly to the City.  Any negative deviation will incur an equitable monetary penalty for that calendar period.

Pueblo Community College Customized Training

Customized job training funds may be provided through the Colorado FIRST / Existing Industries Customized Job Training Program.  Pueblo Community College will help the company develop a training plan and prepare the funding application, and will administer the individual grant.  Job training finds are subject to the annual appropriation of such funds by the State of Colorado and the availability of such funds for this project.

Personal Property Tax Credit or Abatement

The Pueblo County personal property tax credit or abatement consists of a fifty percent (50%) tax credit or abatement on Pueblo County personal property taxes for up to a five year period.  The actual cash value of the tax credit or abatement shall be subject to the type and length of depreciation schedule used by the Pueblo County Assessor’s office to determine the actual and assessed values of the affected personal property over the five year period.  Portions of this incentive are subject to changes in legislation and may have an effect on PEDCO’s calculation of the total amount of incentives set forth above, and the ability of local taxing authorities to offer this incentive.  These incentives are based on the approval of the Pueblo County Board of County Commissioners. 

Board of Water Works Moratorium

Pueblo Board of Water Works offers exemptions for qualifying facilities who provide primary jobs from having to pay tap fees, plant water investment fees, meter installation charges and fees, and charges incident to the extension of distribution mains.
